Goal: To identify and establish EEO Standards that will serve as the basis for developing a modular curriculum that can be adapted to multiple audiences and intergovernmental agencies.
Strategy: Engage State and Local Government to establish the standards and requirements of the EEO training program to ensure the standards are being applied consistently across governmental lines.
Objective: Consensus on the following:
1) What EEO job, service and management functions do we want to focus our curriculum development efforts on?
2) What EEO Standards apply to these job, service and management functions?
3) By what authority do these standards exist?
4) Who are our target audiences in the organization based on job, service and management functions?
5) What are the requisite skills, knowledge & abilities needed for the job, service and/or management function?
a) EEO Counselor
b) EEO Investigator
c) EEO/Civil Rights Officer
d) EEO Training Officer
e) HR Manager in a Small Personnel Office
f) Staff
g) Management
6) What data do we need to help us arrive at the skill sets for each job, service or management classification? Where can we find it? What methodology do we use to gather and validate the data?
a) Job Analysis Data (Skills, Knowledge Abilities)
b) Existing Curriculum and Courses
c) Statistical Data
d) Legal Review
e) Policy
f) Bargaining Unit Review (1,2,& 4)
7) What levels will we identify for each of the skill sets for each job, service and management function?
a) Level 1: Knowledge – The recall or recognition of previously learned materials (facts, theories, etc.) in essentially the same form as taught.
Students should be able to name, match, list and identify a concept principle, or object.
b) Level 2: Comprehension - The ability to grasp the meaning of pieces of information in order to form concepts, principles, and generalizations and
to perform single skills. Students will be able to demonstrate the use of an identified concept, principle, or object.
c) Level 3: Application – The ability to take the concepts, principles, and skills learned at the comprehension level and put them to use when confronted with new problem situations. Students will be able to solve problems, develop methods, perform under actual conditions, and analyze the interrelationships with a concept or the relationship of a concept with other facts.
8) What is the core curriculum that will be developed to meet the job, service and management functions?
9) What are the skill sets needed in each of the courses in the core curriculum?
10) How can we modularize the curriculum and courses to meet the time and information demands of varying audiences?
11) What levels will we identify in the curriculum to address varying levels of experience and what level of skill sets will be included in each?
a) Entry (100 Series)

c) Advanced (300 Series)
12) What curriculum tracks will be developed for each job, service and management function?
13) What is the total investment of time in training for each audience?
14) What are the prerequisites for each of the courses and how do we ensure that students have met the prerequisites before enrolling?
15) What are the minimum skill sets will be required for EEO Certification as an:
